4-Week TTM Planner & Designer Training Program
Delivered in 2-hour daily blocks (20 days total): 1 hour of technical theory/standards + 1 hour of hands-on CAD drafting and TMP report writing. Aligned with AGTTM Parts 1–10, QGTTM, QLD MUTCD Part 3, and AS 1742.3.
A day completes when its quiz is passed and its assignment is in.
Statutory Accreditation Requirement: While this internal program builds deep operational competency in drafting Traffic Guidance Schemes (TGS) and writing Traffic Management Plans (TMP), planners legally signing off on designs in Australia must also hold formal Traffic Management Designer (TMD) accreditation through an approved state road authority training provider (such as TMR in Queensland).

Foundations, Legislation & Site Scoping
Hour 1 (Theory & Clause Breakdown): Walk the statutory duty-of-care hierarchy: Commonwealth WHS Act 2011 (eliminate risk SFAIRP before minimising), QLD TORUM Act 1995, QLD MUTCD Part 3, AS 1742.3:2019, and the 10-part AGTTM May 2026 (Edition 1.2) / QGTTM (Nov 2025) structure. Cover restructured Section 1.2.1–1.2.6 (replacing the deleted 2021 5-module diagram with live NTFTTM, road occupancy, and Safety-in-Design), Table 2.3 lead roles across all 10 parts, the updated canonical glossary definitions for 'should' and 'traffic controller', the 4 Safe System pillars applied to roadworks, and QGTTM Part 1's precedence hierarchy.
Hour 2 (Practical Workshop & Standards Scavenger Hunt): Trainees complete a 12-question Standards Scavenger Hunt locating exact clauses across AGTTM Parts 1–10 and QGTTM Part 1 exception tables. Conduct a live exercise drafting a defensible 'Should' Departure Risk Assessment under the new 2026 Part 1 glossary rule and mapping Part 10 Section 2 ISO 31000 risk governance.
Hour 1 (Theory & Clause Breakdown): Master AGTTM Part 8 & QGTTM Part 8: statutory powers and duties of the 3 core roles (TC, TMI, TMD), Road Categories (Category 1, Category 2, Category 3), the decision tree for selecting a Site-Suitable vs Site-Specific TGS, and the National Training Framework (NTFTTM: TMI1, TMI2, TMI3, TMD) + Queensland's Working in Proximity to Traffic & ASHTAS licensing timeline. Introduce AGTTM Part 5 (STLI): Table 3.1's 8 short-term low-impact practices (5 in-lane WL-SV, WL-GT, WL-ST, WL-FC, WL-CM + 3 outside-lane OL-WF, OL-LP, OL-FC), plus the 3 Queensland work types added by QGTTM Pt 5 s3.2.
Hour 2 (Practical Workshop — 5-Job Triage & TGS Selection): Evaluate 5 real incoming company job scopes. For each scope, trainees determine the Road Category (Cat 1/2/3), check if a Part 5 STLI code (WL-GT, WL-ST, OL-WF) or Part 4 Mobile Convoy applies vs a full Part 3 Static TGS, and complete the AGTTM Part 8 Table 4.1 TGS selection checklist (roles from QGTTM Pt 8 Appendix A).
Hour 1 (Theory & Clause Breakdown): Deep dive into AGTTM Part 2 (May 2026) Modules 01 & 02: Foundations of a Traffic Management Plan (Hierarchy of Control, Table 3.4: Elimination/Substitution → Engineering/Isolation, which includes barriers and TMAs → Administrative/PPE; and the treatment order Around → Through → Past → Short-term low-impact, s2.4 & s3.3.5), early planning timing, TMD competence, and when an Independent Review (s2.6.4) is triggered (QGTTM Pt 2 softens 'must' to 'may'). Walk the 6 steps of preparing a TMP (Figure 3.1), the 4 mandatory baseline data categories, traffic volume & capacity principles, speed management strategy, and staging diagrams.
Hour 2 (Practical Workshop — 5x5 Risk Register & Options Evaluation): Using the 5x5 risk matrix in AGTTM Part 10 Tables 2.3–2.5, trainees conduct a full pre- and post-treatment risk assessment for a high-speed arterial roadwork scenario (evaluating sight distance, sun glare, HV braking, and queue tail-back) and compare 3 traffic management options (Full Closure Detour vs Contraflow vs Night-only Shuttle Flow).
Hour 1 (Theory & Clause Breakdown): Cover AGTTM Part 2 Modules 03, 04 & 05 (Slides 50–103): Documenting the TMP (pre-start meetings, incident procedures, emergency service arrangements, daily monitoring & inspection schedules). Walk through Appendix C's Full Gympie Road Worked Example (Table C.1 traffic options, C.2 pedestrian options, C.3 traffic evaluation, C.4 pedestrian evaluation). Examine the QGTTM Part 2 Overlay: the s4.2.4 site inspection statement (the TMD should inspect in person; the TMP must say whether an inspection was done and, if not, what information was used), speed-tiered minimum lane widths (QGTTM Pt 2 Table 3.6, same values as QGTTM Pt 3 Table 2.5: 3.0m at 60 km/h, 3.2m at 70/80/90 km/h, 3.4m at 100 km/h, using the posted limit through the works), and shuttle vs reversible flow.
Hour 2 (Practical Workshop — Desktop & Spatial Reconnaissance): Using Nearmap / Google Earth Pro and TMR spatial traffic census data (AADT & %HV), trainees perform a full desktop reconnaissance of an arterial corridor, verify swept-path pinch points, and complete the s4.2.4 Site Inspection Declaration & Site Scoping Checklist.
Hour 1 (Theory & Clause Breakdown): Master AGTTM Part 3 (May 2026) Modules 01 to 04 (Slides 1–42): The 7 worksite risk categories, open-lane capacity, moving traffic Around the worksite (3 detour situations & trailblazing), moving traffic Through the worksite (delineating the travel path & queue estimation), and guiding traffic Past the worksite: Table 5.1 (converged road safety barrier clearances: 0.3m ≤40, 0.5m 41–80, 1.0m >80 km/h), Table 5.2 (edge clearances: cones/bollards 0.3m ≤65 km/h, 0.5m ≥66 km/h; post-mounted reflectors/hazard markers 1m; kerbed edges 0.3–0.5m), Table 5.3 (delineation spacings), and Table 5.4 (shuttle flow max length 800m down to 70m by volume), plus DDA pedestrian detours and QGTTM s5.9.4 45° cyclist shoulder tapers.
Hour 2 (Practical Workshop — VRU & Separation Design Critique): Critique 3 non-compliant pedestrian/cyclist worksite detours (e.g., footpath closed with no pram ramp or unshielded cones in a 60 km/h lane) and redesign them using compliant DDA ramps, 1.2m–1.5m protected pathways, crashworthy barriers (checking dynamic deflection), and 45° bicycle shoulder tapers.
Hour 1 (Theory & Clause Breakdown): Complete AGTTM Part 3 Modules 05 to 09 (Slides 43–79): Table 2.2 sign spacing (15 m ≤55 km/h; 45 m 56–65 km/h; 1 × V ≥66 km/h), Table 5.5 temporary speed zones & the 60 km/h buffer zone ahead of a 40 km/h work zone (Queensland: 150 m minimum, listed under QGTTM Table 5.5's 60 km/h row; AGTTM 2026 adds a separate 100 m row), longitudinal safety buffers & overhead clearance, Table 5.7 taper lengths (Control, Lateral Shift, Merge), Table 5.8 mandatory distance between tapers (10m / 25m / 70m / 1.5×V), and QGTTM Part 3: Tables 4.4(a)/(b) PREPARE TO STOP (T1-18): repeaters at max 60 m (≤55) / 180 m (≥56), and ROADWORK AHEAD/VMS → primary PREPARE TO STOP 30/90/140/240 m, 4 × V only from 86 km/h (the primary sign itself sits at the Table 2.3 distance from the predicted end of queue), s5.9.1 6m TC-to-taper gap, and s6.11 Temporary Clear Zone.
Hour 2 (Practical Workshop — 2026 Formula & Lookup Table Drills): Using the Hub's live 2026 Taper & Spacing Calculator and Interactive SVG Worksite Diagram (Tab 02), trainees solve 10 multi-speed geometry problems across 40, 60, 80, and 100 km/h roads, advancing signs up to one sign spacing (and extending the safety buffer) where a crest or curve limits sight distance, and checking QGTTM Table 4.4(b) PREPARE TO STOP distances. (AGTTM and QGTTM Part 3 contain no % grade multiplier.)
Hour 1 (Theory & Clause Breakdown): Walk through AGTTM Part 9 (May 2026) Modules 01 to 03 (Slides 1–24): How the 50 Sample Layouts across Appendices A–H are structured, reading Part 9's dimension notation codes, and the engineering method for selecting and adapting a catalogue layout to real site geometry. Review sign sizing (A, B, C sizes), dual-mounting rules, mounting heights, and QLD MUTCD Part 3 regulatory vs warning sign sequences.
Hour 2 (Practical Workshop — CAD / RapidPlan Onboarding & Title Block Setup): Configure the 6-Layer CAD / RapidPlan workspace (Tab 04): aerial base map scaling, Dimension & Callout layer, Sign & Device library blocks, Sign Schedule table automation, and the mandatory QGTTM Part 9 Layout 40 TMD Signature & Date Certification Block.
Hour 1 (Theory & Clause Breakdown): Master two-lane two-way single-lane closure (Shuttle Flow) engineering: checking Table 5.4 volume vs length limits, comparing Manual Traffic Control (STOP/SLOW) vs Portable Traffic Control Devices (PTCDs / booms / portable signals), placing the primary PREPARE TO STOP (T1-18) at the Table 2.3 distance from the predicted end of queue, with ROADWORK AHEAD/VMS in advance per QGTTM Table 4.4(b) (240 m at 80 km/h), an additional PREPARE TO STOP 120 m from the TC when the primary is more than 240 m away, and QGTTM Table 4.4(a) repeaters (max 180 m at ≥56 km/h) beyond 300 m or where visibility is lost, enforcing the 6 m clear gap between TC station and start of the 15m/30m TC taper (QGTTM s5.9.1), and controlling intersecting side streets.
Hour 2 (Workshop — Drafting Practical 1: Pine Rd 80 km/h Shuttle Flow): Trainees draft a complete, scaled TGS from scratch for a single-lane shuttle-flow closure on an 80 km/h rural arterial with an intersecting side road (Pine Rd), including the 60 km/h zone (150 m minimum, QGTTM Table 5.5) starting at least one sign spacing before the primary PREPARE TO STOP, the QGTTM Table 4.4(b) 240 m ROADWORK AHEAD → primary PREPARE TO STOP (T1-18) distance, 6m TC gap, side-street TC station, and complete Sign Schedule.
Hour 1 (Theory & Clause Breakdown): Examine AGTTM Part 9 Illustrative Layouts (full road closure detour, closed slip lane, intersection leg closures, and roundabout staging) and Part 3 Section 3 (Around the Worksite): conflict point elimination at signalised intersections (QGTTM Part 7 s2.8.4/s2.9.8: a TC must never direct traffic contrary to an operating signal; manual control needs the RIM to switch the signals to flashing yellow or off, with written approval obtained first), turn-ban signage, heavy vehicle & Translink bus swept-path verification, and end-to-end detour trailblazing (DETOUR AHEAD T1-6, DETOUR T5-1, Detour markers T5-6 at every change of direction, and END DETOUR T2-23, a 'should' in QGTTM s3.8.1).
Hour 2 (Workshop — Drafting Practical 2: 2-Sheet Intersection & Detour Package): Trainees draft a coordinated 2-Sheet TGS Package: Sheet 1 (Micro Intersection Plan) showing a full leg closure at a 4-way urban intersection with pedestrian detours, and Sheet 2 (Macro Detour Plan) showing every advance warning, turn, confirmation, and end-detour sign along the heavy-vehicle-compliant detour route.
Hour 1 (Theory & Clause Breakdown): Complete AGTTM Part 4 (Mobile Works, 58 slides) and AGTTM Part 5 (STLI, Slides 21–57): Classifying mobile works, works convoy architecture (Lead, Work, Shadow, and Tail vehicles), Table 3.1 convoy spacing, vehicle-mounted signs/arrowboards, ramps/intersections, and road marking/kerbside procedures. Walk Part 5's 8 STLI practices and their criteria tables (Tables 4.1, 4.4, 4.5, 4.7, 4.9, 4.10, 5.1, 5.3, 5.5: WL-SV, WL-GT gaps in traffic, WL-ST ≤1.2m and 1.2–3m, WL-FC frequently changing, WL-CM constantly moving, and OL-WF/LP/FC), plus QGTTM's added s5.4 and s6 work types, the 40 m minimum exclusion zone ahead of a TMA (AGTTM 'should', risk-assessable; Queensland Pt 5: must not be reduced below 40 m), and TMAs on Category 3 roads (mandatory for WL-SV and in-lane WL-FC under Pt 5 s4.1.2; for mobile works where closures or barriers are impracticable under Pt 4 s3.5.3.1).
Hour 2 (Workshop — Drafting Practical 3: Mobile Convoy & High-Speed Barrier TGS): Trainees draft (1) a Category 3 Dual-Carriageway Mobile Convoy TGS specifying TMA roll-ahead (40m exclusion zone) and Table 3.1 inter-vehicle spacing, and (2) a High-Speed Multi-Lane Merge TGS using MASH longitudinal barriers with Table 5.1 traffic-side clearance (1.0m at >80 km/h) and dynamic deflection no-go zones.
Hour 1 (Theory & Clause Breakdown): Review the TMP components in AGTTM Part 2 (May 2026) Table A.1 (Appendix A) and the registers in Table 4.1, and the difference between the overarching TMP report and individual TGS drawings. Examine Appendix C Tables C.2 & C.4 (Gympie Road Pedestrian Options & Evaluation) to see how Austroads documents VRU options, property access, schools, and cycle lanes without generic boilerplate. Reinforce mandatory inclusion of the s4.2.4 Site Inspection Statement and the Table 4.1 Risk Register.
Hour 2 (Workshop — 'Spot the 5 Fatal Copy-Paste Errors' & TMP Sections 1–4): Trainees audit a flawed TMP containing 5 fatal copy-paste contradictions (mismatched street names, speed limits, and TGS numbers), then use the Hub's Master TMP Template (Tab 05) to author Sections 1–4 of their Capstone TMP (Scope, s4.2.4 Site Inspection Statement, Staging Strategy, and VRU/Property Access Plan).
Hour 1 (Theory & Clause Breakdown): Master traffic demand vs capacity modelling (AGTTM Part 2 s3.2.3 & s3.3.6; Part 3 s2.5.7 Table 2.4, s4.8 Table 4.3 & Table 5.4): scaling AADT to peak-hour directional flows (QGTTM Pt 3 s4.8 fallback: AADT ÷ 10 = estimated peak hourly volume, split 50/50 when no five-minute count exists), checking open-lane volumes against Table 2.4, comparing against Table 5.4 shuttle-flow limits (max 800m at ≤300 vph down to 70m at 701–800 vph), and estimating queue length with Table 4.3 (6 m per average vehicle and 20 m per heavy vehicle for a five-minute stop, multipliers scaled for other stop times) so the primary PREPARE TO STOP (T1-18) is never swallowed by the queue. Cover AGTTM Part 6 Module 06 (Slides 44–55): Night works illumination, retroreflectivity, and unattended site (Aftercare) sign covering rules.
Hour 2 (Workshop — Queue Math & Permitted Working Hours Justification): Using hourly traffic count data for an urban collector road (AADT 14,000, 9% HV), trainees calculate expected queues during peak (06:00–09:00 / 15:00–18:00) vs off-peak hours (09:30–14:30 / 19:00–05:00) and write the TMP's Traffic Impact, Queue Modelling & Aftercare sections.
Hour 1 (Theory & Clause Breakdown): Cover AGTTM Part 2 s3.5.1 & s4.10 stakeholder consultation and notification (Translink bus stop relocations, QPS/QAS/QFES emergency access, OSOM heavy vehicle corridors, schools, hospitals, and residents), QGTTM Part 3 Portable/Trailer VMS (TVMS) coding & placement rules (including Table 4.4(b) distance when a VMS is placed upstream of the primary PREPARE TO STOP T1-18: 30m ≤55, 90m 56–65, 140m 66–75, 240m 76–85, 4 × V ≥86 km/h), and AGTTM Part 10 Modules 03–05 (Slides 39–60): Planned Special Events on Roads (Event TMPs) and Emergency Works response hierarchy.
Hour 2 (Workshop — Stakeholder Matrix, Resident Letter & 2-Frame VMS Schedule): Trainees author the Stakeholder Consultation Matrix, a timely Resident/Business Notification Letter (AGTTM Pt 2 s4.10.1 sets no fixed notice period; follow the RIM or council's requirement), a Translink Bus Stop Temporary Relocation Request, and a compliant 2-screen Variable Message Sign (VMS) schedule (no more than 4 words or numbers per screen and no more than 2 screens) inside their TMP.
Hour 1 (Theory & Clause Breakdown): Master AGTTM Part 6 (Field Staff, 65 slides) & AGTTM Part 7 (Traffic Controllers, 62 slides): Part 6's new s3.3.8 Supervising a TMI in Training (TMIIT) (1:1 ratio, physical proximity, stop-work authority), pre-shift sign fitness checks, TMD courses of action when site differs from plan, and exact installation/removal sequences across 5 road geometries. Then cover Queensland's first-ever standalone QGTTM Part 7 (Nov 2025): cyclists/pedestrians, 3 m supervision for a TC-in-training (TCIT), seated PTCD operation, RPEQ certification for innovative departures, storm-condition stop-work rules, and the strict ban on TCs directing through covered STOP/GIVE WAY signs or live signals without RIM approval.
Hour 2 (Workshop — Field Installation Sequence & TC Station Safety Plan): Trainees write the step-by-step TMI Installation, Daily Monitoring (2-hourly & aftercare), Removal Sequence, and TC Station Safety Instructions in their TMP, ensuring 100% alignment with the TGS drawings drafted in Week 2.
Hour 1 (Theory & Clause Breakdown): Master AGTTM Part 10 (May 2026) Module 02 (Slides 21–38): TTM Assurance — the 5 structured tables that replaced the old 2021 audit text: Table 3.1 (Triggers for TTM assurance), Table 3.2 (Key assurance considerations), Table 3.3 (Assurance across project stages), Table 3.4 (Roles, responsibilities and assurance types: review, inspection, monitoring, audit and evaluation; a road safety audit is one example of an audit), and Table 3.5 (Record-keeping across all AGTTM parts). Review the top reasons TMR and Local Councils reject TMP/TGS submissions.
Hour 2 (Workshop — Blind Peer QA Audit using the 22-Point Compliance Gate): Trainees swap their draft TMP & Week 2 TGS packages and execute a formal 22-Point QA/QC Audit in Tab 06 (including Section E's 5 mandatory 2026 Edition 1.2 gates: Layout 40 signature, s4.2.4 declaration, Table 5.4 shuttle length, Table 5.1 barrier clearance, and 40m exclusion zone).
Hour 1 (Theory & Clause Breakdown): Review AGTTM Part 8 Modules 04–06 (Slides 33–65) & external authority approval workflows: TMR Road Occupancy Licences (ROL) and Traffic Control Permits, Local Council road corridor permits (Brisbane, Gold Coast, Logan, Moreton Bay, Ipswich), Temporary Speed Limit (TSL) statutory authorisation forms, QPS Police permits, and QGTTM Part 8's formal Road-Category Boundary Change process when works span State/Council interfaces.
Hour 2 (Workshop — Complete Authority Submission Pack Compilation): Trainees complete a mock authority portal submission: filling out the ROL / Traffic Control Permit application, a TSL record (recreate the key fields; AGTTM Part 8 has no TSL form, and its example forms are in Appendix B), checking lead times (the AGTTM Pt 8 sample specification's 10 / 20 working days are examples only; confirm the actual RIM or council requirement), and packaging the submission ZIP.
Hour 1 (Theory & Clause Breakdown): Deep dive into AGTTM Part 6 Modules 02–05 (Slides 16–43): Why 'textbook' desktop TGS designs fail in the field (hidden driveways, tree canopy blocking advance signs, narrow shoulders, truck payload limits). Learn the TMI's options when the TGS cannot be installed as drawn (compliant adjustment, contact the TMD, or contact the RIM's traffic control facility, AGTTM Pt 6 s6.1) and the TMD's instructions (s5.1.4(d)); Queensland installation tolerances (QGTTM Pt 6 s6.8: signs up to 10% less or up to 25% or 15 m more, whichever is greater; delineation no minimum / +10%; tapers −10% / +25%), with every adjustment marked and initialled on the site TGS, vs modifications beyond tolerance that need TMD authorisation; and field forms (AGTTM Pt 8 Appendix B examples and the AGTTM Pt 6 Appendix D sample daily diary).
Hour 2 (Workshop — Field Diary Audit & Live TGS Field-Variation Drill): Review 3 real field shift diaries and non-conformance reports from past jobs, plus watch/review the recorded training session insights. Trainees process a live phone-call variation from a Senior TMI on site and issue a compliant TMD Field Variation Instruction.
Hour 1 (Theory & Clause Breakdown): Examine AGTTM Part 10 Section 3 (Tables 3.1–3.5) desktop TGS compliance audits vs independent Roadworks Safety Audits (RSA), incident classification (AGTTM Part 7 Table 2.4 combinations of incidents) and the site-preservation duty when the regulator is notified (AGTTM Part 8 Table A6), and legal/coronial discovery of the TMP, TGS, TMD s4.2.4 site inspection statement, and TSL logbook when a serious crash occurs inside a work zone.
Hour 2 (Workshop — Forensic Investigation of the 08:15 AM Semi-Trailer Hill-Crest Queue Crash): Trainees investigate a realistic fatal rear-end crash scenario on an 80 km/h highway where a semi-trailer crested a hill into a queued shuttle-flow work zone at 08:15 AM. Trainees identify every standard breach (missing peak-hour queue check, primary PREPARE TO STOP T1-18 placed only 80m from the TC instead of at the Table 2.3 distance beyond the predicted end of queue, with the ROADWORK AHEAD/VMS a further 240 m upstream (QGTTM Table 4.4(b) at 80 km/h), no end-of-queue protection although the limit is 80 km/h with AADT over 500 (QGTTM s4.8.3), no Table 4.4(a) repeaters (max 180 m) over the crest, and no 60 km/h zone (150 m minimum, QGTTM Table 5.5) starting one sign spacing before the primary PREPARE TO STOP) and redesign the package.
Hour 1 (25-Question Open-Book Technical & 2026 Edition 1.2 Exam): Trainees complete the 25-Question Technical Theory & Calculation Exam in Tab 07 (covering AGTTM Parts 1–10 May 2026 Edition 1.2, QGTTM Nov 2025, and QLD MUTCD Part 3; mandatory pass mark: 22 / 25 = 88%+).
Hour 2 (Blind Capstone Project Execution): Trainees finalize their blind Capstone submission (Multi-stage sewer main replacement through a 4-way urban collector roundabout near a primary school & Translink bus route), incorporating the s4.2.4 Site Inspection Statement, Table 4.1 Risk Register, Table 5.1 barrier clearance plus the manufacturer's dynamic deflection (kept clear of work), the 60 km/h buffer zone at 150 m minimum (QGTTM Table 5.5), DDA pedestrian detours, and QGTTM Layout 40 TMD e-signature on all sheets.
Hour 1 (Formal Panel Defense & Curveball Interrogation): Each trainee presents their Capstone TMP & Multi-Stage TGS Package to the assessment panel (Training Lead / Senior TMD + Operations Manager), defending their hierarchy-of-control decisions, taper/buffer calculations, queue modelling, and 2026 Edition 1.2 / QGTTM Nov 2025 compliance against 2 live curveball questions.
Hour 2 (Competency Sign-Off & Live '3-Job Buddy System' Onboarding): Panel completes the 100-Point Capstone Rubric (Tab 07) and executes the Official Competency Sign-Off Certificate & 3-Job Post-Training Buddy Tracker (Tab 08: Low-Complexity Static, Complex Intersection/Shuttle, and High-Speed/Barrier/Night Works). Export the Cohort JSON backup and print/PDF the signed record for WHS & TMR prequalification audit trails.
1. Statutory Compliance
Are all taper lengths, sign spacings (D), buffer zones, and speed step-downs 100% compliant with AGTTM / QLD MUTCD Part 3?
2. Constructability
Can a field crew actually install this TGS safely without blocking critical driveways, sightlines, or heavy vehicle swept paths?
3. Site-Specificity
Is the TMP tailored to the exact street environment, or does it rely on generic boilerplate copy-paste text?
4. Clarity of Drawing
Is the TGS legible at A3 print size in a dark cab at 2:00 AM, with unambiguous callouts and accurate sign schedules?
